Moses placed the staffs before the Lord in the Tent of the Testimony.

This scene is set inside the Tabernacle. The seven-branched gold lamp stand was the only source of light inside the Tabernacle. However I have drawn a gap underneath the gold panelled walls of the Tabernacle, through which some sunlight enters & also illuminates the scene.
This scene shows Moses inside the Tabernacle (or Tent of Meeting). He is kneeling before the Altar of incense & putting the 12 staffs (from the 12 leaders of the Hebrew tribes) on the ground. This is the first time I have drawn a scene inside the Tabernacle!
To the right are two of the seven branches of the gold lamp stand, with oil, wicks & flame.
To Moses’ right is the Table of the bread of the presence. Notice that it still has the gold carrying poles in place. Behind Moses is the woven entrance curtain, leading to the courtyard outside. The Holy of Holies is unseen, to the left of the altar of incense. The curtain leading into the Holy of Holies would be behind the viewer.
Notice the silver bases under the two projections of each gold-covered Acacia wood wall panel (see Exodus 26:15-25. ). I have emphasised the part in the Bible quote that relates to the bases. My interpretation of God’s instructions to Moses regarding building these wall sections is that they were to have 2 projections, i.e. pieces of Acacia wood that stood out from the rest of the wall piece. These projections would fit into 2 silver bases, which would stand on the ground & support the wall section above it, keeping it off the ground. I imagine that some light would then filter under theses wall sections, providing some diffused, ambient sunlight into the tabernacle.
Exodus 26:15-25 (NIV)
15 “Make upright frames of acacia wood for the tabernacle. 16 Each frame is to be ten cubits long and a cubit and a half wide, 17 with two projections set parallel to each other. Make all the frames of the tabernacle in this way. 18 Make twenty frames for the south side of the tabernacle 19 and make forty silver bases to go under them—two bases for each frame, one under each projection. 20 For the other side, the north side of the tabernacle, make twenty frames 21 and forty silver bases—two under each frame. 22 Make six frames for the far end, that is, the west end of the tabernacle, 23 and make two frames for the corners at the far end. 24 At these two corners they must be double from the bottom all the way to the top and fitted into a single ring; both shall be like that. 25 So there will be eight frames and sixteen silver bases—two under each frame.
